The Maryland Child Care Scholarship Program aims to help families access quality child care, promote child development, and support family economic stability.
To participate in Maryland’s Child Care Scholarship Program, you must:
- Be a Maryland resident working, employed in an approved training program, or attending school.
- Ensure both parents meet eligibility requirements if they live in the same household.
- Meet Child Care Scholarship Income Guidelines or receive Temporary Cash Assistance (TCA) or Supplemental Security Income (SSI).
- Provide proof of U.S. citizenship or legal residency for each child.
- Provide proof of identity for all household members.
Required Documents
To streamline your application process, please prepare the following documentation to demonstrate your eligibility:

Proof of Identity:
Every adult household member must present a current government-issued ID (e.g., Passport or valid driver’s license). -
Proof of Address:
Most recently issued utility bill, lease agreement, mortgage statement, or Maryland driver’s license. -
Proof of Income:
Upload documents verifying all household income sources, including employment, self-employment, alimony, and child support. -
Proof of Citizenship or Qualified Alien Status:
Birth certificate (for U.S. citizenship) or specific documents (for qualified alien status). -
Proof of Wages/Salary:
Pay stubs representing four weeks of consecutive wages for employed household members. -
Proof of Provider-Child Relationship:
Birth certificates, marriage licenses, or other legal documentation for care providers. -
Employment Verification Statement:
Completed by the employer or a letter on company letterhead verifying work hours, start date, and wages. -
Immunization Proof:
Upload immunization records or exemption documentation for non-school-aged children in informal care. -
Proof of Class Schedule:
Current school/training schedule on school letterhead for household members in education or training. -
Documentation of Other Benefits:
Eligibility statements or housing voucher receipts for SNAP, TCA, WAG, GBI, and housing assistance. -
Employer Verification of Migrant Worker Status:
Documentation verifying migrant worker status from employer. -
Proof of Homelessness:
Agency letterhead verifying homelessness status. -
Proof of Child Support Payment:
Current check, money order, or pay stub for child support, with a document verifying relationship to the child. -
Proof of Emancipation:
Documentation verifying financial responsibility and adult decision-making.
